Restructuring the automotive sector

The European Commission, DG Employment and Social Affairs, and the European Parliament have earmarked an initial budget of 1 million euros in 2008 and 2009 for the setting up of an "informal Observatory" for the automotive sector.

This is the main result of the Restructuring Forum organized by the EC on 17 and 18 October 2007 and the "European Partnership for anticipation of change" between the European Commission, ACEA, CLEPA and the European Metalworkers Federation.

The new Observatory will monitor the trends of the industry worldwide and the evolution of employment and skills needs, create a data-base on best practices of anticipation and good company management of change increasing skills levels and employability. It will look into ways of optimising the use of Structural Funds and the 7th Framework Programme for Research and Technological Development (FP7) to support innovation in the automotive sector.

The Observatory will initiate its actions firstly with a workshop on "Innovation, Skills and Jobs" to be organized in Brussels on 18 March 2008. The expert’s panel shall be composed of high level experts coming from companies, social partners, public authorities, research institutions.

Globalisation and Restructuring

As a follow-up of the Restructuring Forum "The challenges of the automotive industry: towards a European partnership for the anticipation of change", the Consortium Groupe Alpha/Alphametrics has elaborated a study named "Comprehensive analysis of developments in the European automotive industry: what future?".

This document highlights the outlook for the European automotive industry until 2020 and the consequences on skills and competencies. It does not only presents a mapping of the sector, its main economic and employment trends and structures, but also the main drivers of change and its major emergent competences. This is based on a key assumption: main drivers will have implications for key competences required in these sectors. These competences will transform the current job profiles according to organisational choices or available human resources.

Restructuring Forum: The challenges of the automotive industry

Towards a European partnership for the anticipation of change

DGs Employment, Social Affairs & Equal Opportunities; Enterprise & Industry and Environment organised in Brussels (Le Plaza Hotel), on 17 and 18 October 2007, a session of the Restructuring Forum, entirely dedicated to the automotive sector. The industry organisations and the sectoral social partners (CLEPA, ACEA - European Automobile Manufacturers' Association; EMF – European Metalworkers' Federation) have been closely associated to the Forum's organisation.

One of the objectives of the Forum is to promote a Joint Declaration on a "European Partnership for the anticipation of change in the automotive industry" which refers to the responsibilities of each actor (European Union, Governments, companies, trade unions and regions).
