This will be his fourth period leading the Initiative as chairman.<b style="mso-bidi-font-weight: normal"> </b>During his last years chairmanship<b style="mso-bidi-font-weight: normal"> </b>LightSightSafety was an active member of eSafetyAware and trainded, on demand of several carmakers/importers, salespeople in the benefits of certain lightsources/systems. Besides to this a new research projects was initiated with the aim to get a better insight (based on facts and figures) of the safety aspects of adaptive car lighting.</span></p>

These companies have committed themselves to bring new advancements in vehicle lighting to the market.<br />The Initiative dedicates itself to communicate the advantages of good car lighting to end users, carmakers and relevant decision-making authorities in order to increase the performance, safety, comfort and environmental benefits of present and future motor vehicles. 			<content:encoded><![CDATA[<p style="TEXT-ALIGN: left" class="bodytext"><span style="mso-ansi-language: EN-US" lang="EN-US">Clepa’s LightSightSafety Initiative has prepared a paper about innovative technologies in car lighting applications with its power consumption savings (based on average use) vs. current technologies as well as with its 2009’s fitting rates. The conclusion from this paper is that innovative car lighting technologies used for the different<span style="mso-spacerun: yes">&nbsp; </span>applications (e.g. low/high beam, stop/tail lights) within a car can reduce CO2 emission <span style="mso-spacerun: yes">&nbsp;</span>and with a market penetration of those technologies in 2009 in accordance with the by the EU defined values. </span></p>
<p style="TEXT-ALIGN: left" class="bodytext"><span style="mso-ansi-language: EN-US" lang="EN-US">As a consequence, this enables car manufacturers to make use of the eco innovation incentive by introducing those innovative lighting technologies on their cars.</span></p>
<p style="TEXT-ALIGN: left" class="bodytext"><b style="mso-bidi-font-weight: normal"><span style="mso-ansi-language: EN-US" lang="EN-US">Eco innovation:</span></b></p>
<p style="TEXT-ALIGN: left" class="bodytext"><span style="mso-ansi-language: EN-US" lang="EN-US">In order to promote the development and the early uptake of new and advanced CO 2 emission-reducing vehicle technologies, Regulation (EC) No 443/2009 provides manufacturers and suppliers with the possibility of applying for the approval of certain innovative technologies contributing to reducing CO 2 emissions from passenger cars. A technology that has already for some time been widely available on the market cannot be considered innovative and should not be eligible as an eco-innovation. In order to create the right incentives, it is appropriate to limit the level of market penetration of a technology to a 3 % or less and to use the year 2009 as a baseline. In order to promote technologies with the highest potential for reducing CO 2 emissions from passenger cars, and in particular the development of innovative propulsion technologies, only those technologies should be eligible that are intrinsic to the transport function of the vehicle and contribute significantly to improving the overall energy consumption of the vehicle. Technologies that are accessory to that purpose or aim at enhancing the comfort of the driver or the passengers should not be eligible. The minimum CO2 reduction achieved by the innovative technologies (or a combination of technologies with similar technical features and characteristics) should <span style="mso-spacerun: yes">&nbsp;</span>be <span style="mso-spacerun: yes">&nbsp;</span>in line with the values as defined within the EU document.</span></p>

			<content:encoded><![CDATA[<p class="bodytext">Brussels, 14 May 2012 - The European Commission has today issued guidelines warning that under EU law road charging schemes must not discriminate against foreign drivers. The aim is to assist Member States who are considering introducing new charging schemes for private cars.</p>
<p class="bodytext">Vice-President Siim Kallas said: &quot;Non-discrimination is a fundamental right under EU law. It must be as easy for a French or British citizen to drive across Slovenia or Belgium as it is for a resident driver. Road charging systems must be transparent and fair to all.&quot; </p>
<p class="bodytext">The current situation</p>
<p class="bodytext">Seven Member States — Austria, Bulgaria, the Czech Republic, Hungary, Romania, Slovakia and Slovenia — have time-based &quot;vignette&quot; charging schemes for private cars. Belgium is current working to introduce one. The Netherlands and Denmark have discussed introducing road charging systems, including for private cars.</p>
<p class="bodytext">The EU's &quot;Eurovignette directive&quot; sets out a transparent list of costs that can be charged for heavy goods vehicles, such as the cost of the infrastructure and externalities such as air pollution and noise. For private cars, there are no such rules. However, the basic Treaty provisions prohibiting any discrimination on grounds of nationality apply. </p>
<p class="bodytext">Over the years, road charging schemes for private cars have given rise to numerous complaints to the Commission and some have fallen outside EU rules. In 1996, Austria had to modify its plans for a vignette system after the European Commission said that offering only a yearly pass would be unfair to foreign motorists. In 2008, the Commission launched infringement proceedings against Slovenia because it was only offering half-year vignettes. The authorities introduced weekly passes. </p>
